Citizen Diplomacy and the Environment

Resumen
Civil society participation in international matters began with the creation of the United Nations. Globally, environmental issues have lent momentum to the undertakings of civil society, which has been involved in negotiations related to development agendas since the 1990s, albeit through track two diplomacy and on an unequal footing compared to other actors. As regards Mexico, participation in environmental summits and the coming into force of NAFTA served to catalyze the development of environmental protection legislation and institutions, while the Commission for Environmental Cooperation has helped build the capacities of civil society.
