Abstract

In the Administration of President Carlos Salinas de Gortari, the consular function was resized and achieved the importance it has always deserved. The National Development Plan 1989-1994 established among the priority objectives of foreign policy the protection and defense of the rights and interests of Mexicans abroad, the promotion of the image of Mexico in the world and the dissemination of our culture; these tasks are carried out directly by the consular offices of Mexico. During these six years, the consuls of Mexico have had an intense work in protection tasks, promotion and in the issuance of consular documents.
