Abstract

In the context of the end of the 20th century, the international community is beginning to recognize that cooperation is called to play an important role in the new forms of exchange, if it is about alleviating the severe tensions and reconstitute the world dialogue. Increasingly, cooperation is conceived as a societal project and not merely a government project, which implies a profound renewal of institutions and the emergence of new strategic values.
