Six Years of Foreign Policy in Multilateral Forums

Abstract

It could be affirmed that the six-year term of President Salinas de Gortari assumed, to a greater extent than the previous ones, the effects of the renewed dynamism of international relations, especially in the multilateral arena; faced radical changes in the political conditions of the time derived from the end of the ideological confrontation, a substantial reformulation in the doctrinal postulates of the interaction between the States and of the global macroeconomic objectives to be achieved, with a growing awareness of the origin of ensuring the corresponding social justice, a new design of intergovernmental negotiation strategies favoring consensus and agreement, the emergence of new representative actors of civil society, whose participation in terms comparable to the official ones took place both in several of the cooperation organizations of the Pacific Rim, as in the operating bodies of the NAFTA system, developing, albeit belatedly, the model approved by the International Labor Organization since 1919 and, finally, among other phenomena, the internationalization of domestic issues, as a consequence of globalization tion of information and the new presence of civil society. The challenges were handled with skill, opportunity and imagination, professional responsibility and adequate respect for positive legal regulations.
