Abstract

The issue of small and light weapons appeared on the United Nations agenda only relatively recently and Mexico has been actively involved in its evolution, advocating a comprehensive, multidimensional approach that puts human beings, development and compliance with international law at the center of the debate, multilateral discussion being an excellent counterbalance to bilateral decisions.
