Abstract

The text presents a historical review of the bi-regional relationship between the European Union (EU) and Latin America and the Caribbean. It identifies its main drivers as well as the factors behind the recent drifting away of both regions, manifest in the post-position of the EU-CELAC summit, planned for 2017. It argues that some of the fundamental assumptions over which the relationship was built no longer hold entirely: the liberal consensus has diluted, while the promise of Latin American regional integration never materialized as the EU expected.
