Las relaciones “internacionales” de las ciudades y los gobiernos locales: autonomía, especificidad y potencial de cambio

This article analyzes the ability of local governments to foster, in their external relations, a different kind of policy, in nature and in content, from that supported by Nation-States, as regards the “international” arena, where until recently, they were considered as exclusive actors. The analysis is based on the author’s practical experience in Europe and Latin America.
