More than thirty years ago, the then legal consultant of the Foreign Ministry began an ambitious technical-legal preparation program for members of the Mexican Foreign Service (SEM), as a result of various circumstances present in the bilateral legal environment. The idea of this review is to celebrate precisely that event.
