This essay contextualizes and explains the objectives pursued by the training program established between the Ministry of Foreign Affairs of Mexico (SRE) and the universities of Houston and New Mexico in 1984, to train members of the Mexican Foreign Service ( SEM) with a career in the field of legal protection for Mexicans in the United States of America.
