Abstract

The essay deals with the problems of international security since the cold war, which is consider to be the “golden years” of international security theories. Special mention is made to the different doctrines designed during such war, until the arrival of the new world order of the XXI st century when the UN novel concept of Human Security was born, as well as the acute debate regarding the traditional and the new threats. Among the new menaces to international security, the emphasis is made on the subject of the global pandemics and the concept of World Health Diplomacy promoted by the who, explaining its main characteristics, goals and ways to implement it; issue that has become more relevant due to the present Ebola crisis in Africa.
