“All Terrain” Consular Diplomacy: Prevention and Crisis Response Abroad

Based on the analysis of the reigning conditions, the article shows the need for a public policy aimed to the attention of Mexican nationals involved in emergencies abroad. The point of departure is the experience accumulated by the Mexican Foreign Ministry, which enables to propose a series of measures to provide broader consular protection.
