Mexico’s Consular Protection outside the United States: The Case of Peru

Abstract
This article describes the consular protection services provided by the Embassy of Mexico in Peru. It underlines the need to develop, as it has been done by Mexico’s consular network in the United States, specific tools to enhance the defense of Mexican citizens abroad. Using a statistical analysis, the article presents the demographic and socioeconomic profile, as well as the traveling patterns of Mexican prisoners in Peru. Based on such profile, the article proposes a preventive strategy aiming to dissuade individuals that could travel to Peru in order to participate in drug trafficking.
