Childhood without Borders: The Conundrum of Consular Protection of Children

Abstract
Consular protection cases involving children call for specific attention beyond the purely consular approach. Given that these cases can give rise to a high level of political and media attention, this generates a conundrum as to how these should be dealt with considering that they call for truly diplomatic efforts. Such conundrum must be understood from a perspective of consular diplomacy, in order to capitalize on the Mexican experience in consular protection matters to advance a modern foreign policy that is consistent in all fronts.
