Abstract

This article argues that consular diplomacy has evolved to become a projection of “smart power”. It analyzes the challenges and opportunities of Mexico-United States migration through two case studies: Arizona and California. It focuses on policies that those states have promoted in recent years towards the immigrant population and the actions employed by the Government of Mexico in each case.
