The Internationalization of Cities

Subnational governments—whether state or municipal—are called upon to play an increasingly important role in international relations. Its work has expanded gradually but steadily from the activities of a protocol nature that prevailed in previous years to the vigorous efforts of promotion, dialogue and cooperation that characterize the foreign action of state and local governments today.
