This issue of the Revista Mexicana de Política Exterior marks a new era for this publication. Started in 1983 by Ambassador Rosario Green, this Journal has become one of the most important Mexican publications for the study of international issues. For its new managers, keeping it in that place, continuing the brilliant work of those who have been in charge of it and strengthening it, is an enormous challenge that is assumed with pride. In this edition, with the contribution of outstanding specialists, the Journal analyzes four highly topical issues: the Latin America and the Caribbean-European Union Summit, held in Rio de Janeiro, June 28-29, 1999; Russian military reform; the image of Mexico in the French media, and the celebration of the 25th anniversary of the founding of the Matías Romero Institute.
