From Negotiation to Implementation: Expectations and Realities

Abstract

The article focuses on the change of focus in the national development paradigm of the Government of Mexico as set out in the National Development Plan 2019-2024 and the National Strategy for the Implementation of the 2030 Agenda, both in tune with the Comprehensive Development Plan drafted by ECLAC to address the causes of underdevelopment in the nine southern states of Mexico and the countries of the northern triangle of Central America, namely, El Salvador, Honduras and Guatemala. The Plan could bring results in line with the 2030 Agenda if its precepts are fully implemented and the economic dimension does not limit its expectations, especially given the still to be seen impacts of the COVID-19 crisis, the viability of social projects of the current government, and the foreign policy of the United States towards the country and the region.
