Building the Soft Power of Mexico

Abstract
“Soft power is like a sea shell that, on the one hand, lets you listen to the inside of itself and, on the other hand, allows you to emit a powerful and firm sound to the outside.” It seemed to me a precise and generous metaphor. Certainly, nation-states have seashells, in which their deep identity, mysteries and national visions can be heard on the one hand, and on the other, their sounds are transformed into foreign policy tools to attract, communicate and persuade other countries of the importance of their message to the world. Carlos Fuentes's metaphor is a splendid literary illustration of how the central theme of this issue of the Revista Mexicana de Política Exterior can be understood.
