Abstract

The Interviews section dedicates its pages to the implementation of the principles of asylum and refuge that Mexico offered to Guatemalan indigenous people in the 1980s. Luis Ortiz Monasterio makes a detailed account of this passage. Undoubtedly, as the interview makes clear, the joint action that took place between foreign policy and domestic policy, Mexican diplomacy and the UNHCR, the federal government and local governments, the military forces and civil authorities, the civil society and public power, managed to succeed in this complex task that saved thousands of victims of the Central American conflict. Interview conducted by Professor Martín Torres, Deputy Director-General of the Matías Romero Institute, of the Ministry of Foreign Affairs. It took place at the IMR on June 10, 2008.
