Decisive Passages of Diplomacy: Putting into Practice the Venerable Principles of Asylum and Refuge

Luis Ortiz Monasterio makes a detailed account of this passage. Undoubtedly, as the interview makes clear, the joint action that took place between foreign policy and domestic policy, Mexican diplomacy and the UNHCR, the federal government and local governments, the military forces and civil authorities, the civil society and public power, managed to succeed in this complex task that saved thousands of victims of the Central American conflict.
