Civil Society and Foreign Policy in Mexico

The participation of civil society acquires greater relevance in the conduct of international relations, to the extent that it influences issues such as human rights, development, economy and trade, climate change and the environment, among others. Democratic innovations have allowed a greater rapprochement between the government and civil society in matters of foreign policy, which helps states adapt to globalization. In issue 98 of the Revista Mexicana de Política Exterior, officials from the Mexican Foreign Service and the Ministry of Foreign Affairs, academics and representatives of civil society organizations contribute their views on civil society as a political actor in the fields of politics foreign affairs, bilateral diplomacy, multilateralism and the global agenda. In the same way, its relationship with the ministries of foreign affairs, its influence on decision-making and its impact on national development and in the international arena are discussed.

The articles that make up the Revista Mexicana de Política Exterior issue 97 give an account of issues that, due to their relevance, are important for the student and those interested in international relations issues. In its pages the reader will be able to delve into diverse subjects such as the relations between Mexico and Europe, drug trafficking as a transnational problem, the resurgence of Russia, the Mexico-Canada Temporary Agricultural Workers Program and the current and historical review of the integrationist spirit in Latin America. With a view to maintaining the quality demanded by our readers, it is reported that as of 2013, the RMPE will appear in April, August and December.

The main objective of this thematic issue of the la Revista Mexicana de Política Exterior is to consider the foreign image that Mexico has built in recent years as part of its foreign policy and the challenges that the country faces in order to articulate new strategies, such as public diplomacy, the country brand or cultural cosmopolitanism. To do this, I have brought together a group of experts who have proposed to think, from their respective specialties and practices, how Mexico is seen abroad. Thus, from their different areas, in their reflections they provide us with a perspective on soft power, the country's image, culture and public diplomacy.
Towards a Novel Multilateral Diplomacy: A View from Geneva

In no other place like in the multilateral area is the pulse of the events that are reconfiguring the world, Mexico and its diplomacy perceived. It is essential, among other things, to reflect and outline the profile of the Mexican diplomat of the 21st century. Topics such as disarmament, international cooperation, telecommunications, human rights, epidemics or intellectual property will have direct consequences on the prosperity and well-being of our country. Hence, issue 95 of the Revista Mexicana de Política Exterior is an excellent x-ray of these transformations, seen with the privileged gaze of Mexican diplomats accredited to the specialized agencies of the United Nations in Geneva.
The International System and Emerging Powers

Issue 94 of the Revista Mexicana de Política Exterior is dedicated to the poles of power that are emerging in the world order of the 21st century, an issue that has gained great relevance, particularly since 2008. Coordinated by G. Isaac Morales, from the Matías Institute Romero from the Ministry of Foreign Affairs, and María Celia Toro, from El Colegio de Mexico, this monographic issue brings together the reflections that six accredited internationalists from prestigious world universities carry out on the changing international system at the beginning of the century and the significant role that the so-called emerging powers are carrying out in it.
Public Opinion and Foreign Policy in Latin America

Issue 93 of the Revista Mexicana de Política Exterior " Public Opinion and Foreign Policy in Latin America", coordinated by Guadalupe González and Jorge Schiavon from the Centro de Investigación y Docencia Económicas, makes available to the reader the perceptions that Latin Americans have of their region, registered in the survey “The Americas and the World 2010-2011”. In the articles gathered here, the authors analyze the results of this survey, carried out in Brazil, Colombia, Ecuador, Mexico and Peru. The texts revolve around the opinion and attitudes that Latin Americans have regarding central issues for foreign policy and international relations in Latin America. The results highlight the priorities of the region and the challenges it faces.

The Revista Mexicana de Política Exterior presents in its issue 92 a miscellany of topics that account for the evolution and direction that phenomena as diverse as regional integration, the use of technology in public and diplomatic activities, and the mobilization of world citizen. Undoubtedly, the reflection on such varied issues is symptomatic of significant historical and sociopolitical changes, but also of inertia, such as that observed in some models of economic regionalization and in its institutional dynamics.

Issue 91 of the Revista Mexicana de Política Exterior presents a variety of topics that occupy a special place on the current diplomatic agenda, such as the necessary transformation of the governance of the international financial system; the enlargement of the European Union during the past decade and its political-institutional implications; the reformulation of the foreign policy of global powers, such as the Russian Federation in the matter of nuclear weapons; the centenary relationship between Russia and Mexico (which celebrated their 120th anniversary in 2010), and multilateral efforts to regulate climate change.

The Revista Mexicana de Política Exterior dedicates its number 88 to issues that are part of the reality of the first decade of the 21st century: national security, migration, intelligence work, consular documentation, environmental governance, and the fight against terrorism. In order to disseminate diplomatic activity in its historical perspective, an article is included that explores the framework of diplomacy, the agio and the political affinities that linked the Hispanic-American elites in the 19th century.
